Its a policy made by akhbar so that there will remain communal harmony in all the religion ... who all where in akhbar region like ulema ,christian etc.... Notic..im not clear But it mean the no one will fight in between ... the have the right to experss there views on the condition that they would not start debating or fighting with each other
