Because o nitro phenol experiences intramolecular h bonding due to which its surface area decreases and hence volatility increases but in case of para nitro phenol it experiences inter molecular h bonding due which it has larger surface area and hence is less volatile

Because para nitro phenol is more stable and in it charge sepration is more . The other reason is the repulsion at ortho positon is more as comapre to the in para nitro phenol
