i. Carefully devised changes in law help to discourage wrong political practice and encourage good ones. ii. Legal constitutional changes by themselves can't over come challenge to democracy. iii. Any legal changes must carefully look at what result it will have on politics. Sometimes the result may be counterproductive. iv. Democratic reforms are carried out mainly by political activist, parties, movement and politically conscious citizens. v. Laws that have political factors incentive to do good things have more chances of working.
