First of all draw gaussian surface which is sphere in this case the Flux due to whole sphere will be charge /permittivity and for hemisphere it should be devided by two so, the answer is Q/E0

If I'm right about this,use lens maker formula for case 1:lens in the air and case 2:lens in the water,where the values are correspondingly substituted.The formula is 1/f=(n2-n1/n1)(1/R1-1/R2) ((Please note that units are not considered since both ways you get the same answer as refractive index has no units...)) And also,for both the cases,radii of curvature of the lens is a constant.Therefore,when you divide both the equations you arrive at the answer.The answer is approximately 1.6 (It would be better if you write the steps and do the calculations by yourself as it would help you in understanding the concept pretty easier.)

Since Charges magnitude are 10×10^minus6 &5×10^minus6 respectively. So electrostatic force=k×q1×q2/r^2=9×10^9×10×10^minus6×5×10^minus6/1^2= 0.45 Newton
