Test charge is a charge whose magnitude is so small that it's effects on surrounding electric fields is negligible . Hence if the test charge is doubled its effects on the electric field will be still negligible because it's still too small . Thus even though the charge is doubled we should take it as not affecting the he electric field.

Positive and negative is just a way to differentiate one type of charge from another. If protons are negatively charged and electrons are positively charged their mutual interactions will remain the same. However their interactions with some particles like mesons , positrons and some others will change . Such changes in behaviour may affect the world negligibly.
