Quantisation of charge means that total charge of a system is always an integral multiple of charge of an electron. Q=ne where n is an integral no. I.e. 1,2,3etc.

If you are comparing their overall importance as compared to theory ,then theory is more important because theory helps a lot to solve variety of numericals and understand them.
