Quantisation of charge means that total charge of a system is always an integral multiple of charge of an electron. Q=ne where n is an integral no. I.e. 1,2,3etc.

Numericals are important. If you are comparing their overall importance as compared to theory ,then theory is more important because theory helps a lot to solve variety of numericals and understand them. But as compared to the time that should be devoted one should devote more time for numericals. Theory being more important only in terms that theory must not be left out and numericals can only be done at least after some theory is understood.
