In series the effective resistanc increases while in parallel effective resistance decreases. If We want to make a circuit with greater potential we connect the resistance in series while if we want to make a circuit in which maximum current is flowing then the resistance connect in parallel

What is actually your aim ,IIT , a local college ,or just any profession for a job? Your further course of action depends on it . If you think that there is no other field than engineering then you were wrong . There are still many fields other than engineering and if required you may choose them. If you want you may go for a second attempt only if engineering really means a lot to you. IIT seems very tough target for one who is unable to clear jee main . Still if you think you can work hard to extreme level then no goal is unachievable.
