A toroid is a long solenoid which is bend into circular form. So, toroid is equivalent to the solenoid having infinite length but it has finite no. of circular turns. Consider a toroid having radius r, carrying current I through it. Because electrons in a conductor moves freely not any one direction that's why the charge on conductor is zero ( neutral) so electric field is zero inside the conductor

Because workdone in moving a charge inside a conductor is zero then if workdone is zero so potential difference is zero and if pptential difference is zero then electric field is zero inside the conductor.
