The refractive index of diamond(2.42) is much greater than that of glass(1.5). The large refractive index results in small critical angle for diamond i.e. about 240. diamond cutter cuts the faces in such a way that light moving from diamond to air always strike the surface at angle greater than critical angle and gets Total Internal Reflection. Thus the diamond shines.
