Yes possible but Only when one have high magnitude change by induced force Let A and B are two changes and A have high magnitude so it produce an opposite change on B and some cancel by own chance on B but not completely cancel so they attached by A

Its simple oxygen is more electonegative and Hydrogen is less electronegative that mean ki joh electron hydrogen ka hai vo oxygen apni taraf kr lega jiske karan oxgen par partial negative and hydrogen par partial positive charge ayega. Dipole ka matlab hota hai ki partial positve se partial negative ki taraf vector draw kro agar resultant zero hai toh molecule non polar hoga aur agar resultant zero nhi hai toh molecule polar hoga.

Actually real resoning of it being polar is that O is more electonegative than H thus it shifts H electron towards it, now it has a bent shape so the vectors of electrons charge add up making a net dipole in the molecule and a molecule which has net dipole or partial charges on atom(since dipole is between partially charged) is called polar.

If you were looking for a simle defination then: Charging is said to be done when a neutral body aquires a charge by any method of charge i.e. conduction, induction or simple rubbing. Discharging is said to be done when a charged body is made neutral either by transferring the charge or by earthing* it. *Technically both are same but all the things are not simple we just love complicating things!!
