According to me the explanation is (Seemapuri ia place on the pheriphery of Delhi) simply means Seemapuri is at the surrounding of Delhi (yet miles away from it )means the place Seemapuri is lagging behind in the aspect of development in comparison to Delhi. I hope this will help you..
