So2 tends to oxidize itself from +4 to +6 therefore acting as reducing agent whereas due to inert pair effect teo2 tends to reduce itself thereby acting as oxidizing agent

Draw the mot diagram. You will realise that that the bonding electrons are in the shell ie pi(2px) and pi(2py) hence they participate in bonding as the rest of the electron are considered as inner shell electrons. And these orbitals are pi type hence pi bonds are formed.
