Because if nothing is stated, it means that the old partners do not have any prblm with his/her admission. And since the new partner is joining the firm so the old partners sacrifice their share for him in the same ratio in which they were sharing profits & losses previously

Old existense goodwill will be distributed in old profit sharing ratio among old partners on the debit side of capital acc. Nd primium brought by new partner is distributed in sacrificing ratio among old partners on the credit side.
