Parallax is a method of measuring distance to an object. Similar to how our binocular vision helps us determine distance, the direction to a distant point is slightly different from two separate observation positions.

Slope of the line passing through the points (h, 3) and (4, 1) is
{tex}= \frac{{1 - 3}}{{4 - h}} = \frac{{ - 2}}{{4 - h}}{/tex}
Also slope of the line 7x - 9y - 19 = 0 is {tex}\frac{7}{9}{/tex}
Since two lines are perpendicular to each other
{tex}\therefore \frac{{ - 2}}{{4 - h}} \times \frac{7}{9} = - 1 \Rightarrow \frac{{ - 14}}{{36 - 9h}} = - 1{/tex} {tex}\Rightarrow{/tex} -14 = -36 + 9h
{tex}\Rightarrow{/tex} 9h = 36 - 14 {tex}\Rightarrow h = \frac{{22}}{9}{/tex}
