Liberalism derived from the Latin word liber which means free . For middleclass people liberalism stood for freedom for individual and equality before law . Politically, it emphasised the concept of government by consent.Since french revolution liberalism stood for end of clerical and aristocratic privilages ,a constitution and representative government through parliament . In economic sphere liberalism stood for freedom of markets and abolishment of state imposed restriction on movement of goods and capital.

I think in primary sector the condition of underemployment increases as more and more people are engaged in the same work. like in rural areas in agriculture more people works then they are required similarly in the rural areas in construction workers site there also the people are underemployed as more than required people are working in the same work they are engaged in same work and working less than their capability.

(i) Under the Inland Emigration Act of 1859, the plantation workers were not
permitted to leave tea-gardens without permission and, in fact, they were rarely
given such permission.
(ii) Thousands of plantation workers defied the authorities that left the plantation
and headed home.
(iii) They believed Gandhi Raj was coming and everyone would be given land in
their own village.
(iv) They however, never reached their destination.
(v) Stranded on the way by railway and steamer strike they were caught by the
police and badly beaten up.
