Resource planning is the judicious use of resources. Resource planning becomes more important in a country like India, where resources are not distributed properly. For example; many states are rich in mineral and deficient in other resources, such as Jharkhand is rich in minerals, but there is problem of drinking water and other facilities, Arunachal Pradesh has plenty of water but lack of other development because of lack of resources.

The continuous movement of water on, above and below the surface of earth is known as hydrological cycle. The freshwater is mainly obtained from surface run off and ground water that is continually being renewed and recharged through the hydrological cycle. All water moves within the hydrological cycle .

Paul Bernard was a well known French thinker. He opined that the French colonial government should develope the infrasctructure in Vietnam. This, he argued, would make the Vietnamese prosperous and a prosperous local public would provide a better market for French goods. He also advocated implementation of land reforms in order to improve the farm output.

The idea of Satyagraha emphasised the power of truth and need to search for truth.The word Satyagraha is from the Sanskrit words satya (meaning "truth") and Agraha ("insistence", or "holding firmly to"). For Gandhi, Satyagraha went far beyond just "passive resistance" (resisting without taking action) according to him it was a moral force born of truth and non-violence. His non-violence also became his strength.

By turn of the 19th century weavers faced a new set of problems. As the cotton industry developed in England, Indian cotton weavers faced two problems - their export market collapsed and local market shrank being flooded with British goods. Indian handmade goods could not compete with fine machine made goods of England.
By 1860, they faced a new problem. They could not get sufficient supply of raw cotton which was sent to England for their industries after American world war. The prices of raw cotton shot up and Indian
weavers were forced to buy raw cotton at exorbitant prices. In most cases they were unable to pay.
By the end of 19th century, Indian weavers again got a blow when textile factories were set up in India flooding market with machine made goods. It was . difficult for the weavers to survive.

However, we also need to keep in mind that the caste system always does not play a role in shaping politics or deciding the candidates from a constituency. This is due to the following reasons:
- Not every constituency in the country has a clear majority of one single caste. Therefore, every party is required to win the trust of the people belonging to different castes.
- No political party wins all the votes of a particular favoured caste or community. When people say that caste is a ‘vote bank’, they simply mean that many people from that one particular caste may vote for the party.
- Because several political parties fight elections, there may be many candidates from the same caste fighting elections against each other.
- It has been seen that many elected MPs or MLAs may lose the elections. If candidates are elected on caste lines, then no candidate can ever lose the elections.
