Human development is about giving people more freedom and opportunities to live lives they value. In effect this means developing people’s abilities and giving them a chance to use them. For example, educating a girl would build her skills, but it is of little use if she is denied access to jobs, or does not have the skills for the local labour market. The diagram below looks at aspects of human development that are foundational (that is they are a fundamental part of human development); and aspects that are more contextual. Three foundations for human development are to live a healthy and creative life, to be knowledgeable, and to have access to resources needed for a decent standard of living. Many other aspects are important too, especially in helping to create the right conditions for human development, such as environmental sustainability or equality between men and women.

(ii) A series of states were set up on the boundaries of France to prevent the French expansion in future. Thus, the kingdom of the Netherlands, which included Belgium, was set up in the North and Genoa was added to Piedmont in the South.
(iii) Prussia was given important new territories on its . Western frontiers, while Austria was given control of Northern Italy.
(iv) The German confederation of 39 states that had been set up by Napoleon was left untouched.

Power sharing is the spirit of democracy because it is one of the foundational principles on which the concept of democratic rule is based. In a democracy, the people have a right to be consulted on how they should be governed and all the citizens tend to have the same political and legal rights. Each individual and community has a say in governance through their elected representatives. This is the essence of power sharing which grants equal rights to each citizen and attempts to reduce the possibility of social friction and unrest among communities through peaceful solution of conflicts. Therefore, power sharing is an essential component of democracy and hence is the very spirit of it.
