1. When development occurs at a cost of some section of the population . eg: Construction of Dam displaces a large community.
2. When development is enjoyed only by a few people. Eg: Technological advancements are expensive and remain out of the reach for the poor For Instance, this can be seen in health care systems. Vital Drugs are expensive.

Just after independence in 1947, this step was considered necessary to protect the producers within the country from foreign competition. Only important items such as machinery, fertilizers and petroleum were imported. In 1991, the Government of India liberalized its policy and felt that Indian producers must compete with producers around the world. The government was of the opinion that competition would improve the performance of the local producers within the country since they will be forced to improve their quality. Thus the government wished to remove these barriers.

In a democracy social divisions are reflected in many ways like it is natural that political parties would talk about these divisions:
(i) make different promises to different communities,
(ii) look after the due representation of various communities,
(iii) make policies to redress the grievances of the disadvantaged communities.
(iv) In the same way social divisions affect voting in most countries. People from one community tend to prefer some party more than others. In many countries there are parties that focus only on one community.

There are three factors that determine the outcome of politics of social divisions
(a) People’s Perception :  This is the most important factor which decides the outcome of politics of social divisions. If people see their identities in singular and exclusive terms, it will lead to social division and even violence. As long as people in Northern Ireland saw themselves as only Catholic or, Protestant, their differences were difficult to reconcile. It is much easier if the people see that their identities are multiple and are complementary with the national identity. A majority of Belgians now feel that they are as much Belgian national or citizens as they are Dutch or French/German speaking. This feeling binds them together. Though, India is a multi-cultural country, the feeling of nationalism binds us together.
(b) Role of Community and Culture:  The outcome depends on how political leaders raise the demands of any community. It is easier to accommodate demands that are within the constitutional framework and are not at the cost of another community. For instance, the demand for ‘only Sinhala’ was at the cost of the interest and identity of the Tamil community in Sri Lanka.
(c) The Role of Political Party and Government:
Thus, the assertion of social diversities in a country need not be seen as a source of danger. In a democracy, the political expression of social divisions is normal and can be healthy.
