Communalism can take various forms in politics :
(i) The most common expression of communalism is in everyday
beliefs. These routinely involve religious prejudices, stereotype of religious
communities and belief in the superiority of one's religion over other
religions. This is so common that we often fail to notice it, even when we
believe in it.
(ii) A communal mind often leads to a quest for political
dominance of one's own religious community. For those belonging to majority
community, this takes the form of majoritarian dominance. For those belonging
to the minority community, it can take the form of a desire to form a separate
political unit.
(iii) Political mobilisation on religious lines is another
frequent form of communalism. This involves the use of sacred symbols,
religious leaders, emotional appeal and plain fear in order to bring the
followers of one religion together in the political arena.
(iv) Sometimes communalism takes its most ugly form of
communal violence, riots and massacre.

The main objective of treaty of Vienna was to nullify all the changes that had come into existence during Napoleonic wars. The Bourbon dynasty restore its power which had been deposed during the French Revolution. To prevent the expansion of France in future, a number of states were set up on the boundaries of France. The kingdom of Netherland including Belgium was set up in the north and Genoa including Piedmont established in the south.Prussia was given important new territories on the western frontier, while Austria was given control of northern Italy. The German confederation of 39 states which was set up by Napoleon was left untouched. Prussia was given to Russia. The main intention was behind that set up was to restore the monarchies that had been overthrown by Napoleon and create a new conservative order in Europe.

The post-war economic recovery proved to be very difficult. Post First World War period economic conditions are as follows:
- Britain which was the world's leading economy in the pre-war period faced a prolonged crisis. Indian and Japanese industries were developed as Britain was occupied with war.
- After the war, it was difficult for Britain to recapture its earlier position in the Indian market. Britain was burdened with huge external debts from the US.
- War transformed the United States from an international debtor to an international creditor. The United States and its citizens owned overseas assets.
- Many agricultural economies also went into crisis. After the war, foodgrain production boomed dramatically. It resulted in fall of grain prices and reduced rural income.
- The government reduced bloated war expenditure. This led to huge job losses and unemployment.

(i) Though conservative forces were able to suppress liberal movements in 1848, they could not restore the old order. Monarchs were beginning to realise that the cycles of revolution and repression could only be ended by granting concessions to the liberal-nationalist revolutionaries.
(ii) Hence, in the years after 1848, the autocratic monarchies of Central and Eastern Europe began to introduce the changes that had already taken place in Western Europe before 1815.
(iii) Thus, serfdom and bonded labour were abolished both in the Habsburg dominations and in Russia.
(iv) The Habsburg rulers granted more autonomy to the Hungarians in 1867.
