(i) The new industries could not easily displace traditional industries. At the end of 19th century itself, less than 20% of total workforce was employed in advanced technological industrial centres. Textile industry itself produced a large portion of its output not within the factories, but outside, within domestic units.

The economic condition of France formed another cause for the outbreak of the French Revolution. The economic condition of France became poor due to the foreign wars of Louis XIV, the seven years War of Louis XV and other expensive wars. During the reign period of Louis XVI, the royal treasury became empty as extravagant expenses of his queen Marie Antoinette.
To get rid of this condition. Louis XVI appointed Turgot as his Finance Minister in 1774. Turgot tried to minimise the expenditure of the royal court. He also advised the king to impose taxes on every classes of the society. But due to the interference of Queen Marie Antoinette, Louis XVI dismissed Turgot.
Then Necker was appointed as the Finance Minister in 1776. He published a report on the income and expenditure of the State in order to arouse the people. But he was also dismissed by the king.
The next person who was appointed by the King as the Finance Minister of France in 1783 was Callone. He adapted the policy of borrowing in order to meet the expenditure of the royal court. But due to this policy, the national debt of France increased from 300,000,000 to 600,000,000 Franks only in three years.
Then Callone proposed to impose taxes on all the classes. But he was dismissed by the king. In this situation, the king at last summoned the States General. The economic instability formed one of the most important causes of the French Revolution.

• Greece had been part of the Ottoman Empire since the fifteenth century.
• The growth of revolutionary nationalism in Europe sparked off a struggle for independence amongst the Greeks which began in 1821.

During the 'Age of Revolution', the first insurrection took place in France in July 1830. The Bourbon dynasty, restored during the conservative reaction after 1815, was overthrown by liberal revolutionaries. In its place, a constitutional moarchy with Louis Philippe at is head was installed. This 'July Revolution' led to another insurrection in Brussels and led to Begium becoming independent from the control of the Kingdom of Netherlands. Even before these events, it had been witnessed that France was the political nervecentre of the rest of Europe. Ever since the French Revolution, the political developments in France had direct impact on the rest of the European continent. The limitation of the Civil Disobidience was that some different groups were not moved together with this concept.
(i) The ‘untouchables’ or Dalits were not moved by the abstract concept of swaraj. From around the 1930s they had began to call themselves Dalits or oppressed. Many Dalit leaders were keen on a different political solution to the problems of the community. They began organising themselves, damanding reserved seats in educational institution and a separate electorate. They believed only political empowerment would resolve the problem
of their social disabilities. Dalit participation in Civil Disobedience Movement was limited particularly in Maharashtra.
(ii) Some of the Muslim political organisations in India were also lukewarm in their response to the Civil Disobedience Movement. A large section of Muslims felt alienated from the congress. From the mid-1920s, the congress had come to be associated with Hindu religious nationalist groups like the Hindu Maha–Sabha. Hindu Muslim riots became frequent. Every riot deepended the distance between the two communities. During the

‘Utopian vision’ means that it is depicting something idealistic. The French artist F Sorrieu was visualizing a dream of a world made up of nations (all of them did not exist as nations at the time that these prints were made). He has showed the German people with a common flag, although actually they were a number of different states at that time. So it is an idealistic or Utopian vision.

The democratically elected government in Sri Lanka after its independence in 1948, adopted a series of majoritarian measures to establish Sinhala supremacy in Sri Lanka. In 1956, an Act was passed to recognise Sinhala as the only official language, thus disregarding Tamil. The government followed preferential policies that favoured Sinhalese for University positions and government jobs. A new Constitution stipulated that the state shall protect and foster Buddhism.
All these measures taken by the government gradually increased the feeling of alienation among the Sri Lankan Tamils. They felt that none of the political parties led by the Buddhist Sinhala leaders were sensitive to their language and culture. They were deprived of political rights, government jobs and other opportunities common to a citizen.
As a result, the Sri Lankan Tamils launched parties and struggles for the recognition of Tamil as official language for regional autonomy and opportunity in education and job. But their demand for autonomy to provinces populated by the Tamils was repeatedly rejected.
This led to a joint demand by different political organisations of Tamils for an independent Tamil Elam (State) in Northern and Eastern parts of Sri Lanka. This distrust between the two communities turned into widespread political strife which led to a Civil War. As a result, thousands of people of both communities were killed.

When power is taken away from the Central and State Governments and given to local government, it is called decentralisation. The need for decentralisation was recognised in our Constitution. Panchayats in villages and municipalities in urban areas were set up in all the states. But these were directly under the control of the state government. Elections to these local governments were not held regularly. Local governments did not have the power or resources of their own. The Constitution was amended in 1992 to make the third tier of democracy more powerful and effective. Given below are some of the provision which was attempted towards this:
- Now it is mandatory to hold regular elections to local government bodies.
- Seats are reserved in the elected bodies and the executive heads of these institutions for SC, ST and OBC's.
- At least 1/3rd of all positions and seats are reserved for women.
- An independent institution called State Election Commission has been created in each state to conduct panchayat and municipal elections.
- The State Governments are required to share some powers and revenue with local government bodies. The nature of sharing varies from state to state.
