In Federal System, the Central and State governments enjoy their powers independent of the other and in a balanced manner. Both levels of government enjoy their powers on exclusive subjects. While the federal government mostly enjoy its powers over the subjects of national importance, the state government over subjects of local importance. Some powers are shared by them, which are called concurrent powers.

So the federal system safeguards and promotes unity of the nation or country as well as accommodate regional diversity.

Nationalist Congress saw this movement as the seed of divide and rule which can makes the national movement weak. By this the British can rule over India as long they wish to rule. So, political leaders differed sharply over the question of separate electorates because of differences in opinion. While those supporting the cause of minorities and the dalits believed that only political empowerment would resolve their social backwardness, others like Gandhi ji thought that separate electorates would further slow down the process of their integration into society.

The word "liberalism" derived from the "Latin word ‘liber'", which means "freedom". The concept of liberalism was born in the middle class. The "middle class" had a "free-thinking mentality" and the "ideas of nationalism" led them to put an end to the gap existing between "aristocracy and other classes". They wanted to form a national government of the people which treated everyone equally. Although liberalism popularised the idea of a people’s government, not everyone had the right to vote.

For example: In France, "women" are inferior to "men".

Main functions of a political party:

(i) To contest elections:

In most democracies, elections are fought mainly among the candidates put up by political parties. Parties select their candidates in different ways. In India, top party leaders choose candidates for contesting elections,

(ii) Forming policies and programmes: Parties put forward different policies and programmes and the voters choose from them. Each of us may have different opinions and views on what policies are suitable for the society.

(iii) Making laws:

When parties come to power, they make laws for the country. Formally, laws are debated and passed in the legislature. Members of the ruling party follow the directions of party leaders, irrespective of their personal opinions.

(iv) Parties form and run governments:

Parties recruit leaders, train them and then make them ministers to run the government in the way they want.

(v) Role of opposition:

Parties that lose in elections, play the role of opposition to the parties in power by criticising the government for its failures or wrong policies.

(vi) Shaping public opinion:

They raise and highlight issues. Parties have lakhs of members and activists spread all over country. Many of the pressure groups are the extension of political parties among different sections of society. Parties, sometimes also launch movements for the resolution of problems faced by people.

(vii) Access to government machinery and welfare schemes:

For an ordinary citizen, it is easy to approach a local party leader than a government officer. That is why they feel close to parties even when they do not fully trust them. Parties have to be responsive to people's needs and demands.

Political parties perform an important task in government. They bring people together to achieve control of the government, develop policies favorable to their interests or the groups that support them, and organize and persuade voters to elect their candidates to office. Although very much involved in the operation of government at all levels, political parties are not the government itself, and the Constitution makes no mention of them.

Britain became a nation-state:
1. Before the eighteenth century, there were different ethnic identities with its own culture and politics- English, Welsh, Scot, and Irish. As the English nation’s wealth and power increased, its influence over other island nations also increased.
2. English Parliament had taken the power from the monarchy in 1688. It became an instrument in building the nation-state of Britain, with England at its center.
3. United Kingdom of Britain was established through the Act of Union in 1707 between England and Scotland. Scotland eventually got suppressed by the English politically and culturally.
Explanation: There was no sudden protest or upheaval that led to the formation of Britain. It was a systematic process over a long time that enabled Britain and the English domination over other cultures.

Forests in Java were however used by the Dutch for their own use. During the Second World War, the Dutch burned saw mills and piles of teak wood so that these do not fall into the hands of the Japanese. When the Japanese occupied Java, they destroyed the forests by using timber for their own war needs.
Villagers were also forced to cut down the forests. This also led to the expansion of cultivation into the destroyed forest lands.
