(i) Government can spend money or banks can provide loan for irrigation.
(ii) Suppose one hectare of wheat can provide employment to the people for 50 days. So, the number of members can be increased.
Examples:
(i) Construction of new dams and canals. Constructing dams, canals or digging wells in villages. On one hand, this would serve the needs of farmers for irrigation and on the other, people engaged in such construction activity would gain employment.
(ii) Development in transport facility by government and creating storage facilities in rural areas.
(iii) Credit from local banks, so that crops can be grown every year.

The term liberalism' comes from the Latin root liber which meant to be free.
1. In the political sense, liberalism stood for freedom for the individual and equality of all before the law. It emphasised on the end of aristocracy and clerical privileges, a constitution and representative government through parliament and the inviolability of private property, drawing its basic foundation from the French Revolution.
2. From the very beginning, universal suffrage i.e. voting rights were granted only to the property-owning men, excluding men without property and all women. However, throughout the nineteenth century and early twenties, many movements were organised demanding equal political rights.
3. In the economic sense, liberalism stood for the freedom of markets and the abolition of state-imposed restrictions on the movement of goods and capital. People often attempted to go beyond the state restrictions such as the formation of a customs union by Prussia in 1834 which abolished tariff barriers and no. of currencies from 30 to 2. The creation of railway networks further stimulated national unification and the wave of economic nationalism in all contributed towards strengthening wider national sentiments.

(i) Initially, primary sector was the main economic activity.
(ii) Dueto improved methods of farming, productivity of agriculture sector increased. Therefore, more persons were taking up other activities like trading, transport, army, administration etc.
(iii) Secondary sector (or manufacturing sector) became the most important sector for production and employment, over a long period of time. This was a shift from primary to secondary sector as more and more factories were started.
(iv) In developed countries a further shift from secondary sector to tertiary sector is observed in past 100 years. Major portion of the working population is engaged in service sector.
In conclusion, in developed economies, tertiary sector has gained an important position.

Disguised employment means that more number of people employed in an economic activity than required. If these extra people are removed, there will be no effect on the production. They seem to be employed but actually they are not. The workforce is not being used to its potential. They divide the work but do not increase production.
They do not help in increasing the productivity as their efforts are not economic. For example, in the rural areas, the entire family is engaged in the production of crops on the same piece of land. If there are ten people in the family, three people can manage the production. If the extra seven people ard removed the productivity will be the same. They seem to be making no contribution. Hence, it is truly stated that disguised or hidden employment does not help in productivity of a country

The tertiary sector helps in the development of the primary and secondary sector by:
- Transporting goods produced by primary and secondary sector
- Providing infrastructure for the sale of goods produced by these two sectors
- Offering storing facilities for good produced by primary and secondary sectors
- Providing banking facilities

The agro-based industries depend on agriculture for raw materials and sell their products such as fertilisers, insecticides, irrigation pumps, PVC pipes, machines and tools, etc to the farmers.
The industrial sector provides employment to the excess labour (labours who are actually disguised unemployed) in the agriculture sector.

Accommodation in Belgium
In Belgium, the government handled the community difference very well. Between 1970 and 1993, Belgian leaders amended their constitution four times and came up with a new model to run the government.
Here are some of the elements of the Belgian model.
- The Constitution prescribes that the number of Dutch and French-speaking ministers shall be equal in the Central Government. Some special laws require the support of the majority of members from each linguistic group. Thus, no single community can make decisions unilaterally.
- The state governments are not subordinate to the Central Government.
- Brussels has a separate government in which both communities have equal representation.
- Apart from the Central and the State Government, there is a third kind of government. This ‘community government’ is elected by people belonging to one language community – Dutch, French and German-speaking – no matter where they live. This government has the power regarding cultural, educational and language-related issues.
Majoritarianism in Sri Lanka
Sri Lanka emerged as an independent country in 1948. The Sinhala community was in the majority so they had formed the government. They also followed preferential policies that favoured Sinhala applicants for university positions and government jobs. These measures taken by the government gradually increased the feeling of alienation among the Sri Lankan Tamils. Sri Lankan Tamils felt that constitution and government policies denied them equal political rights, discriminated against them in getting jobs and other opportunities and ignored their interests. Due to this, the relationship between the Sinhala and Tamil communities become poor. Sri Lankan Tamils launched parties and struggles for the recognition of Tamil as an official language, for regional autonomy and equality of opportunity in securing education and jobs. But their demand was repeatedly denied by the government. The distrust between the two communities turned into widespread conflict and turned into a CIVIL WAR. As a result, thousands of people of both the communities have been killed. Many families were forced to leave the country as refugees and many more lost their livelihoods. The civil war ended in 2009 and caused a terrible setback to the social, cultural and economic life of the country

The business class in India initially supported the Civil Disobedience Movement. This was because the industrialists and merchants in India had become rich during the First World War. They were keen on expanding their businesses and wanted protection against foreign industries. Many eminent industrialists such as Purshottamdas Thakurdas and G. D. Birla criticised the colonial government for its control over the Indian economy which prevented their growth. I. Roadways :
India has one of the largest road networks in the world. Its importance can be viewed.
(i) Construction cost of roads is much lower than that of railway lines
(ii) Roads can traverse comparatively more dissected and undulating topography.

- The North-South corridors linking Srinagar [Jammu & Kashmir] &Kanyakumari [T.N.] & East-West Corridor Connecting silcher (Assam) &Porbander (Gujarat).
- The major objective of these super highways is to reduce time and distance.
These highway projects are being implemented by the National Highway Authority of India (NHAI).
- National Highways: National Highways link extreme parts of the country and are laid and maintained by the Central Public Works Department (CPWD).
- State Highways: State Highways link a state capital with different district headquarters and are constructed and maintained by the State Public Works Department (PWD) in State and Union Territories.
- District Roads: These roads connect the district headquarters with other places of the district and are maintained by the Zila Parishad.
- Other Roads:Rural roads, which link rural areas and villages with towns. These roads received special impetus under the Pradhan Mantri Grameen Sadak Yojana.
- Border Roads :Border Roads Organisation a Government of India undertaking constructs and maintains roads in the bordering areas of the country.

After the four amendments in the constitution the Belgium leaders worked (out a very different and innovative power sharing arrangement known as Belgium model.
The main features of Belgium model are:
(i) Equal distribution of seats— According to the new arrangement, Dutch and French speaking ministers have been given equal status in the central government. No single majority can make decision unilaterally.
(ii) Concept of Federal Government— Besides, state governments for the two regions have been given maximum powers and the state governments are not treated as the subordinate to the central government.
(iii) Equal Representation in Brussels— In the new arrangement, Brussels, the capital city of Belgium, equal representation given to both the French and Dutch speaking people.
