    India should be considered a Union of States. Soon after independence in 1947, the newborn India had to undergo one of the deadliest incidents in post - Independent history - "THE INDO - PAK PARTITION !!!!!!!" During this period, the several independent states and provinces which made up pre independent India (Eg :- Rajputana, Madras, Cochin, Travancore, etc.) had to join the Indian union to guarantee protection from the then prominent communal attacks.

    Belgium Dutch speaking community aka Flemish were 59% French speaking community aka Walloon were 30% German speaking community were 1% French minority was relatively rich and powerful and they didn't liked the Dutch speaking community. In Brussels Dutch speakers were less than from overall country so they were getting colonised by French speakers. Apart from the Cental govt.and State govt. Belgium has a Community govt.

    A major step was taken in 1992 by providing constitutional status to the Panchayati Raj Institutions through the 73rd Amendment Act of the Constitution of India. Such a step was taken with the aim of making democracy strong and effective by giving power to the grass root units of self government. It is decentralising power to the lower levels.
    The importance of local self government can be understood through the following points:
    1. It provides a link between the people and the Central and the State Governments.
    2. It has reduced the burden of the Central and the State Governments.
    3. It has provided an opportunity to the local people to identify their problems and sought out effectively.
    4. It is a way to make democracy effective by making local people participate in the affairs of their concern.

    JURISDICTION = the area over which someone has legal authority. It is usually determined in terms of geographical boundaries (TERRITORIAL WATER) and certain kind of subjects (union list).     Srilanka has a population of about two crore among whom 74% are Sinhala speakers, mostly Buddhists. Then came the Tamil speakers with a share of 18% to the population who are both of Srilankan (13%) and Indian (5%) origin. The remaining 7 - 8% are Christians who speak both Sinhala and Tamil. After Independence in 1948, the Sinhala leaders took virtue of their majority and established control over the government. As a result, the govt introduced several majoritarian measures like the 1956 act, policy and a Buddhism - fostering constitution. Thus, the Srilankan Tamils started demanding recognition of Tamil as the official language of Srilanka, regional autonomy and policy favouring Tamil applicants for govt offices and universities. On refusal of the demands, the Srilankan Tamils formed several political groups and organizations and even demanded for independent Tamil state or EELAM. On refusal of conditions, clashes became regular between Sinhala speakers and Tamil speakers.

    Features of federalism are as follows:- 1.There are two or more levels of the government. 2.
