The Khilafat movement (1919-1924) was an agitation by Indian Muslims allied with Indian nationalism in the years following World War I. Its purpose was to pressure the British government to preserve the authority of the Ottoman Sultan as Caliph of Islam following the breakup of the Ottoman Empire at the end of the war.

Gandhiji saw in the Khilafat Movement an opportunity for uniting the Hindus & Muslims. He said that the Congress plea for Hindu- Muslim unity "would be an empty phrase if the Hindus hold aloof from the Muslims when their vital interests are at stake". Mahatma Gandhi was elected as President of the All - India Khilafat Conference in November 1919. He advised the Khilafat Committee to adopt a policy of Non-Cooperation with the Government.

In a unitary government, the power is held by one central authority but in a federal government, the power is divided between national government or federal government and local governments or state governments.

Federal Government

  • The system has multiple hierarchy levels, with both the central authority and the states (or provinces) both being sovereign.
  • The central or national rules override the state rules.
  • There is a balance between the levels of government.
  • Power and responsibilities are shared between national and local levels. In a federal form of government, the term “federal” is also used to refer to the national level of government. Examples include United States of America and Nigeria.

Unitary Government

  • There is no hierarchy of sovereign powers.
  • States have no authority to pass their own laws, and the central or national government can order the states to do anything.
  • The federal government has a huge percentage of the power. Examples include Japan and Saudi Arabia.

It is the sharing of power among the different organs of government. The division of government into the executive, the legislature and the judiciary are an example of horizontal division of power. The Parliament of India and the Indian Supreme Court is an example of this kind of power-sharing.
