Resource planning is the technique or skill adapted for proper utilisation of resources. India has made concerted efforts for achieving the goals of resource planning right from the first five year plan launched after independence. India has enormous diversity in availability of resources. There are regions which ate rich in certain types of resources but deficient in some other resources.This calls for a balanced resource planning at national, state,regional and local levels.

Regular work ,better wages and decent price for crops or other products are some goals for development. But different people have different goals for development because different people have different aspirations and desires.Similarly some people may require no social discrimination and high support price for their crops. So according to the living conditions and environment in which the person lives,he or she persues the goals. People seek the things most important to fulfill their aspirations.
