Liberals: Wanted a nation which tolerated all religions. They were against the uncontrolled power of the dynastic rulers. They wanted rights for individuals. They argued for an elected parliamentary government, subject to laws interpreted by a well trained judiciary that was independent of rulers and officials. They were not democrats because they did not believe in universal adult franchise. Radicals: Wanted a nation in which government was based on the majority of a country's population. They disliked concentration of property in hands of a few, not the existence of private property. Conservatives: They resisted change. After the revolution they started accepting change provided it was slow and had links and respected the past.

(Liberals )were the people who wanted the democratic country but they had sone partial ideas for voting like as per them, only the men who is the owner of the land has the right to vote . (Radicals) were were the people who were fully democratic, they wanted a change in the country of little violence. But (conservatives) were the people who earlier supports the power of the monarch but gradually wanted a change for democracy.

Liberals were not democrats because they were against universal adult franchise i. e. the right of vote to every citizen. They felt that only men of property should have the right to vote. They also believed that women should not be allowed to vote.

In 1861, Victor Emmanuel II was proclaimed king of united Italy. Before Unification of Italy Italy faced political fragmentation over its long history. There was the multinational Habsburg Empire and several dynastic states scattered all over. Italy was divided into seven states over the middle of the 19th century. Out of seven states only one state was ruled by Italian princely house i.e. Sardinia-Piedmont. Centre was ruled by the Pope, Austrian Hasburgs controlled the North, and the Bourbon kings of Spain dominated the Southern regions. Italian language also had many local and regional variations. Unification of Italy Giuseppe Mazzini wanted to put a programme to unify Italy in the 1830’s. To spread his goals a secret society called Young Italy was formed. The responsibility of unifying Italy through war fell on the ruler King Victor Emmanuel II of Sardinia-Piedmont, after the failure of revolutionary uprising in 1831 and 1848. The ruling elite thought that they would get political dominance and economic development after unification of Italy. The Austrian forces were defeated in 1859 by Sardinia-Piedmont, after a diplomatic alliance was made with the French, by Chief Minister Cavour. In order to drive out the Spanish rulers from the Southern regions of Italy, in 1860, a large number of armed volunteers under Garibaldi marched into the Kingdom of two Sicilies and South Italy. They won the support of Peasants. Hence in 1861, Italy had a new king, Victor Emmanuel II.

(iv) The British had left it to the rulers of the princely states to decide whether they wanted to merge with India or with Pakistan or remain independent. The merger of these princely states was a difficult task. (v) When the constitution was being written the future of the country did not look very secure. The makers of the Constitution had considered about the present and the future of India
