People are a nation’s greatest resource. It is people with their skills and abilities that turn them into ‘resource’. Hence, human resource is ultimate resource. Healthy, educated and motivated people develop resources are per their requirements. Like other resources, human resources are not equally distributed over the world. Human resource is one of the building block for a nation’s development. More the population of a country has more it is considered to be rich in human resource.

The word dikus means outsiders. Dikus were the people who made the tribal people dependent upon them, thereby causing them a lot of misery and suffering. These outsiders were composed of traders and moneylenders who would come into the forests to sell the goods not produced within the forest, buy forest produce and offer cash loans. Often these loans came at the price of very high rates of interest. These loans ultimately forced the tribals into a vicious cycle of debt and poverty. The traders would buy goods from the tribals at very low rates and sell the same products at high prices, thereby making huge profits. For these reasons, the tribals considered the trader and the moneylender figures to be their main enemies; hence, they referred to them as the evil outsiders

In the British territories in the south a new system was devised which came to be known as the ryotwari system.
It was tried on a small-scale by Captain Alexander Read. Subsequently, Thomas Munro, the Governor of Madras, developed this system which was gradually extended all over south India. In the south there were no traditional zamindars. Hence the settlement was made directly with the cultivators or ryots who had tilled the land for generations. Their fields were separately surveyed before the revenue assessment was made.
