It means that every person, from the President of the country to a normal person has to obey the same laws. No person can be discriminated against on the basis of their religion, race, caste, etc. Every person has access to all public places including playgrounds, hotels, shops, and markets. All persons can use publicly available wells, roads and bathing ghats. 

Equality is the soul of democracy. We know that democracy is a form of government which gives equal importance and recognition to all. If inequalities on the basis of race, religion, caste, etc. continue to exist, democracy would never flourish. Instead, it would perish very soon.

Public Health Services

The public health service is a chain of health centres and hospitals run by the government. They are linked together so that they cover both rural and urban areas.

  1. At the village level, there are health centres where there is a nurse and a village health worker. They are trained in dealing with common illnesses and work under the supervision of doctors at the Primary Health Centre (PHC). Such a centre covers many villages in a rural area.
  2. At the district level, there is a District Hospital that supervises all the health centres.
  3. Large cities have many government hospitals and also specialised government hospitals.

The health service is called ‘public’ for many reasons as mentioned below:

  1. The government has established hospitals and health centres for everyone.
  2. The medical facilities are provided at a low cost so that the poor can also seek treatment.

Floodplains are made by a meander eroding sideways as it travels downstream. When a river breaks its banks, it leaves behind layers of alluvium (silt). These gradually build up to create the floor of the plain. Flood areas are flat and often have relatively few boulders or other large obstacles that may prevent farming. Flood plains are formed by deposition of fine fertile soil and other materials called sediments on the river bank . As the soil and sediments are brought by flood water , they are very fertile .

The Kerala government made some major changes in the state in 1996. It gave 40% of the entire state budget to panchayats so that they could plan and provide for their requirements. This made it possible for a village to make sure that proper planning was done for water, food, women's development, and education. In this way water supply schemes were checked, the working of schools and anganwadis was ensured and specific problems of the village were taken up. Health centers were also improved.
In spite of all these efforts, some problems such as shortage of medicines, insufficient hospital beds, not enough doctors still exist and these are needed to be solved.

Kanta’s story:

The story tells us about two different aspects of status of people in our country. On the election day Kanta and Sujata along stood in the queue for voting. All others including Kanta’s sahib also stood in the same queue. This made them feel like an equal citizen.

Kanta’s daughter was not well but she had to finish her daily work and take advance before she could take her to the doctor. Even there she had to stand in queue in government hospital to wait for her turn. She realized that, line had only poor people like her. If her employer had to go to doctor they can afford a private doctor.
