I) The planning process has to take special care of those areas which have remained economically backward. II) Economic development of a region depends upon its resource base. III) But many resource rich areas also remained backward and this regional imbalance in economic development was highlighted. IV) In order to counter the highlighted regional and social disparities, the planning commission introduced the target area and target group approaches to planning. V) e.g. - Command area development programme, drought prone area development programme, desert development programme, hill area development programme, etc.
