It shows that he was a kind hearted man who was trying to help the boy to find his parents. The boy was crying so much so he also tried to divert is mind by Giving him balloons,sweet and garland. No it's not safe to accompany stranger because in the story also it is not given that whether the boy reached his parents or not. So,according to me to believe a stranger is not a good thing.
