My ward has passed class Xll …

My ward has passed class Xll examination with 71% of marks for the 2018.He applied for improvement for physics, Chemistry and Biology But could not appeared for Physics examination due a fracture in his writing hand. He has improved the marks of Chemistry and Biology but for physics he got E grade with the marks of 30 which is marks of practical exam. This year I have approached one of the Colleges affiliated under Tamilnadu agriculture University and they denied the admission and told that he is not an eligible candidate and he is not passed in physics. Is the action of the above College genuine or not.please specify.
