Velocity can be zero when displacement is zero as velocity is displacement per unit time and velocity is negative when displacement is negative as velocity is displacement per unit time. Hope this help!
Velocity can be zero when we throw a stone or ball vertically than its final velocity will be zero but it cannot be negative.
When a body is in rest its velocity will be zero When the displacement of an object is negative then its velocity will be negative
