The sum total of APC and APS is always equal to 1,even when APC is greater than 1.Is it true?

    Yes,it is true. Because ,APC can be greater than one. This generally happens in such situations where the level of income is so low that consumption is greater than income. But the sum of APC and APS is always equal to 1. When APC will be more than 1, then APS will be negative.
