Why RNA polymerase enzyme is incomplete without the Sigma factor

RNA polymerase binds on to the the sigma factor to the "promotor" in the dna strand, this is is the initiating step in transcription, hence, if sigma factor is absent then mRna would not be formed therefore, no transcription would take place.
