Because ice posseses latent heat or hidden heat to make itself water. So, the latent heat is absorbed by the water.

Ice is more effective han water at 273 K as it posseses the latent heat of fusion of ice. On turning to liquid ice will absorb this extra amount of heat from substance and cool it in the process.
