Any number in the form of p/q and p and q are integers then q is not equal to 0 it is called rational number .But you are asking about mean of rational the definition of rational is something that makes sense or that could be based in fact or some one who behaves and think logically .and involving only multiplication,division ,addition and subtraction and only a finite number of times. Rational comes from the latin word "rationalis "meaning reasonable or logical. (May this answer help you ) thanks.
