Shakespeare is described as wicked because he is a symbol of the world of literature, the world that these children could never access, could never breathe in. His portrait does n't provide any inspiration to these poor and illiterate children.That's why he is called wicked.

Poet says that shakespear is wicked because the children in slum will never read about him and know who he is despite of this fact there is a picture of him on the wall of their classroom in slum. Hence that picture was pointless.
