An electric current flows due to movement of electrons or ions.when a circuit is closed and complete, the electrons moves from one point to another thus making the electrons moves and thus current flows whereas if the circuit is not closed, the electrons cannot flow in the circuit ans hence current cannot flow.

The electric current cannot flow through the circuit when the switch is open as the air then acts as a insulator and prevents the flow. Actually the electrons stop moving towards the positive terminal of the cell as the protons can no longer attract the electrons.
