The statement " from that onwards it was celebration time for all tigers in Pratibandhapuram " depicts the irony in the fact that the king had issued an order banning tiger hunt in the kingdom. Thus , it was celebration time for tiger but on the other hand it also said that no other person except for the king could kill those tigers. This notice gave full rights to the king to kill as many tigers as he wanted
