When an element with greater z-effect(the power of nucleus of atom to attract electrons) bonds with an element of less powerfull z-effect then it attracts the bonded electrons towards itself... Example: Flourine when bonds with hydrogen then it attracts bonded electrons towards it..this tendency to attract electrons is called electronegativity....
