Optical density is the extent to which the medium allows refraction through it. It does not have any value assigned to it, and so has no value for water or air or any other material. Optical density is related to the refractive index. Actually it is the other way round. The refractive index of a material depends on its optical density. Greater refractive index suggests that the medium has high optical density, means the medium refracts the light to a greater extent. Optical density is however not related to the physical density of a medium. The physical density is ratio of mass to volume.
