Meaning When the forces exerted on the object, are of equal size but in opposite direction, then the forces are known as balanced forces. When the forces applied on the object are unequal in size, then the forces are known as unbalanced forces.
Magnitude Equal Not equal
Direction Opposite Same or opposite.
Stationery object Stays at rest. Moves in the direction of greater force.
Moving object Continues to move in the same speed. Changes its speed and direction.
Net force Zero Non-zero

Balanced Force:

They don’t bring any change to the object.
They are equal in magnitude.
The result is always zero.
The object remains stationary.
They do not need any external force to balance, because it is already balanced.  
Example: book kept on a table
Unbalanced Force:      

They change the position of the object.        
They are not equal in magnitude.
The result is always greater than zero.
The object doesn’t remain stationary.
They need an external force to balance.
Example: book pushed from the table
