The terrestrial planets were formed in the close vicinity of the sun or the parent star where it was too warm for the gases to condense into solid particles. The solar wind was most intense nearer the sun so it blew of lots of gas amd dust from the Terrestrial planets. These planets were smaller and their lower gravity could not hold the escaping gases.
