Because human female contains XX chromosomes if there is only one X affected there the female is carrier but if both the chromosome are affected then the female is haemophiliac. And in males there is XY chromosome and it affects only X chromosome because it is X linked disease.

Because for that father is haemophilic and mother is carrier which is very rare

Becoz for a woman to be haemophillic , it requires a carrier female and diseased male
