See a gene results in polypeptide formation. Now, a complete polypeptide might not be formed from a small part of DNA at certain location, hence for that polypeptide, a complete gene wouldn't be available in one single piece. Also, with evolution and introduction of poly istronic way, it becomes difficult to define a complete gene.
