According to me the answer can be Poet refer here to fisherman and the man gathering salt because they are too much busy in their deeds that they had no time to introspect themselves ..to look at their hands (for man gathering Salt ) & to think about their work and future (for fisherman)

I guess because he wanted to signify that man can do anything in our to survive and fulfill his wants.He even doesnt care for other's lives and also for his own life.

He doesn't refers to anyone, he simply says that when exotic moment arrives fisherman won't be able to harm and whales and salt gatherer will get time to see is hazzy,hard,rough hands Salt gatherer is tha one who sprinkles salt on whales,so they collect salt by there bare hands which make them rough and harsh
