rootless weeds don't have certain way to grow due to lack of nutrition same was with slum children their faces were pale(pallor) due to malnutrition...and torn means spreaded hair bcoz of improper diet growth of children were also stopped..

Beacuse the elementary school is the government school where the no no fresh air reached in school and dark classes absence of light and Students came in unproper way so their hairs are torn over the pallor
