Seemapuri, a place on the periphery of Delhi, yet miles away from it, metaphorically , explains the most unhealthy and unhygienic conditions of that place. Delhi is the capital of India and is very beautifully developed whereas Seemapuri  is a wilderness with no sewage, drainage or running water, where around 10,000 families of rag pickers have occupied that place illegally.

It means that as Delhi is the capital of India and it is developing frequently but as it is delevoped Seemapuri is not having all the sources and services that are found in Delhi thats why it made an irony in the story
