    The poet wants that these children be given varied facilities so that they get proper education and enjoy the bounties of nature. The poet is appalled to see their grim and gloomy faces. He is genuinely concerned and wants to improve their condition. He wants them to be free of hunger, torture and agony. So he urges the administration to take substantial steps for the welfare of these innocent victims of penury.
