When, sugar is dissolved in water, the water molecules being polar form a hydrogen bond with them and wet them so that sugar dissolves there, but we know that oils are non polar in nature and are long chain hydrocarbons so the polar sugar molecules are not affected by mustard oil and it could not dissolve sugar.
